First off - no one is in charge. There are lots of people involved in child care, but who in your municipality is actually responsible for the growth of child care?
No one. And until municipalities step up, no one will be.
Need one is leadership - and this needs to be you Mayor/President/Chair. Until you are convinced and committed, child care efforts will be continue to wander.
Second, staffing. You thought leadership was hard? Where are you going to find the time of existing staff, or the money to pay for new staff? Like leadership, until you do, child care efforts will be hampered. You have to have staff to implement your efforts.
After those two hurdles, the rest of the effort is straight forward planning and implementation - Develop facts, organize the community, develop mission, goals, and actions.
Attached is the plan that we put together for the City of Lancaster. Simple, to the point, but a solid strategy for the City which is being implemented now.
The Issue:
- Quantify
the actual need in the City of child care for families – amount, type,
cost, hours available
- Identify
the needs of employers in Lancaster
- Identify
the needs of child care businesses to locate and grow in Lancaster
- Identify the needs of child care employees for training, wages, and benefits
- Partner with residents, businesses, employers, and other groups to work together to address these issues.
- Assist
private businesses to develop sufficient levels of quality child care to
meet the needs of residents and business in the City.
- Location
Assistance
- Identifying and procuring funding assistance for expansions
- Work with other partners to address needed changes to state law and work to implement those changes.
- Develop up to 200 new child care slots that address the needs of the community, working with both child care center and home-based child care
- Working with other communities, consider creation of a child care advocate position.
Actions to Achieve the Goals
- We are holding public meetings to raise the issue, identify potential partners, as well as find needs and possible solutions.
- To build a core team in the City of “invested community members” to work with to address the issues identified, develop, and expand our strategic planning, and prepare grant applications.
- Conducting
a survey of employees in large businesses. This will:
- Complete the required survey for accessing funds from
the Wisconsin Department of Children and Families Partner Up grant, which
we are hopeful will be re-funded this year. Funding from this
program can be used to increase staff compensation, pay expenses, reserve
child care slots for local business employees, improve the quality of a
child care program, and more.
- Identify actual child care needs in the
Community. We all “know” there is a need for more child care, but
no one can quantity what that need is. This survey will provide
actual data.
- Elevate the issue with local businesses, working with them to address the needs for additional child care
Background
In late 2022 it became clear that the largest child care provider
in the City (Maple Street Day Care) was going to need to relocate or close. This
was the impetus for the Mayor (Stuart Harper) to begin to reach out to begin to
address the issue of child care.
First Public
Meeting
Organized by the Mayor, an initial meeting was held on November 17th,
bringing interested residents and business owners together to discuss the
issues and needs of the community.
The 14
participants – providers, businesses, regulators identified issues, questions
we need answers to, and solutions that we need to find.

The City chose to seek a Dream Up! Grant from the State of
Wisconsin. To submit an application, the

Families, 50% of zip codes in Grant County qualify as “child care
deserts”. The term Child Care Desert is
used to describe whether families in a geographical area have access to child
care. The definition of child care
desert is Any ZIP code with at least 30 children under the age of 5 years where
there are 3 or more children under the age of 5 years for every 1 child care
spot is considered a child care desert.
While the Lancaster zip code (53813) is not considered a child care

There is 1 licensed child care slot for every 30 children under
the age of five, making the area a Child Care desert.
There are currently 39 licensed Child Care providers in the
County. 59% are Licensed groups, 41% are
Licensed Family (Eight of less children in an at home child care). There are 0% Certified Child Care Providers
(Three or less in a licensed home environment).
In those 39 regulated child care programs, they have 1,083 total
daytime spaces, and the State of Wisconsin considers only 38% to be “high
quality”, having earned a 3-5 star rating from Wisconsin’s Young Star
System. An additional 38% are ranked 2
star, with 23% not participating in Young Star.

Using the same data sources, Wisconsin Early Childhood Association
(WECA) calculates that there is a gap, or need, for an additional 1,208 child
care slots in the County. This is based
on the number of children in the county under age five (2020 Census Data),
multiplied by .74 (it is assumed that 74% of children under the age of five
require child care out of the home
In addition, WECA estimates that, as of 2018, there are 94
unregulated providers in the County, as identified by reviewing the WI Census
Bureau Economic Survey of Sole Proprietors.
The number of licensed and certified family providers is subtracted from

Position Summary:
The
Child Care Development Coordinator for the City of La Crosse supports the
vision and mission of The Parenting Place by working to increase the quality
and availability of child care within the City of La Crosse by building
awareness in businesses and community members of the economic necessity of
child care.
Principal Duties
and Responsibilities:
A. Coordination and Communication of Child Care
Initiatives
a. Serve on local child-care focused
committees
b. Act as connector and liaison among
similarly-focused projects to create efficiency and synergy
c. Identify and prevent duplication of
efforts
d. Provide a direct connection to
child care related organizations such as other CCR&R’s, Supporting Families
Together Association, WECA and the Department of Children and Families
e. Demonstrate awareness of additional
funding opportunities and forward to leadership within The Parenting Place for
review
B. Outreach and Community Education
a. Provide existing child care data in
response to community need
b. Design tools and processes to meet
unfilled data needs
c. Leverage the CCR&R’s existing
relationships with businesses and build new relationships
d. Engage with and educate business
and community leaders around the importance of quality child care and its
impact on the economy and community
e.
Collaborate
with community and system stakeholders to develop, coordinate, and implement
culturally responsive organizational outreach plans and strategies
f. Conduct one-on-one or group

C. Coordinate Child Care Development
Projects and Distribution of Resources Provided by City of La Crosse including:

c. Recruitment efforts such as
